The book is dedicated to the policy of Emperor Nicholas II to prevent world war. Essentially, the desire to avoid Russia's involvement in a European war, while simultaneously maintaining its importance as a leading world power, was the main goal of the Tsar's foreign policy throughout his reign. This desire was most clearly manifested in the pre-war situation of June - August 1914. The peacekeeping role of Nicholas II was distorted and slandered for many years in Soviet historical science, not to mention the public consciousness of that time.
