The world of Pandora is split in two. The dictatorial regime of Raja Flattery, the chaplain-psychiatrist of all Pandora, is opposed by a secret organization of people engaged in the revival of the kelp, a thinking water substance that calls itself Avaata. Opponents of the regime do not know that the goal of the dictator is to leave the hostile world, abandoning its population to their fate. To achieve this goal, Flattery spares neither effort nor money to implement a grandiose project to build a new abyssal aircraft, the prototype of which was the Earthling, the ship that delivered the first people to Pandora and declared itself a deity.
