The local government reform being carried out in the country involves the launch of mechanisms designed to ensure the dynamic socio-economic development of local communities and a real improvement in the quality of life of their population. Such development is determined by factors of different nature (economic, social, organizational, etc.). The possibilities of using the potential of these factors are differentiated by subjects representing authorities and management at the federal, regional and local levels. Hence, the need to integrate their activities has become noticeably urgent. The shift in emphasis of the budget process from “managing budget resources (costs) to “managing results” is also of fundamental importance.
