The most important condition for the implementation of the “Transport Strategy of the Russian Federation until 2030” is the development of public-private partnerships and, first of all, concessions. Mutually beneficial relations between the state and business consist in the use of private sector resources for the construction, operation, and maintenance of industrial and social infrastructure. Business receives on preferential terms the right to dispose of public property, guarantees from the state, as well as the opportunity to distribute and diversify risks. Concession agreements contain mutual motivation of the state and business for the efficient operation of production facilities, rational use of natural resources, technical and technological re-equipment of production. In the Russian Federation and abroad, an organizational form has become widespread in which, already at the stage of preparing a concession agreement, the state customer interacts with special design companies.
