The work offered to the reader’s attention is an analytical note by the USSR VP from the series “On the Current Moment”, begun as No. 4 (88) and completed as No. 6 (90), 2009. Numbers 4 and 5 were published according to their readiness on the Internet under the titles “On managerial professionalism and ethics” (No. 4) and “The complete function of management in Rus' and the USA: on ethics and managerial professionalism” (No. 5), and the summary text upon its completion received the final title “ “The garden” grows on its own?..”The work brought to the attention of the reader examines the following issues: - ethics of government and business in Russia; - professional viability of government in Russia; - implementation of the full function of management in Rus' and the USA throughout the history of each culture; - management professionalism and its reproduction in the USA and Russia; - the general crisis of capitalism and Marxism; - theory, practice, problems and prospects for the “convergence” of two systems - capitalism and Marxist “socialism”; - as well as some other particulars during the global historical political process.
