The slogan proclaimed by Stalin in 1935, “Cadres who have mastered technology, decide everything!” was not very original. 2500 years before him, Socrates said: “There is a sun in every person. Just let it shine.” Throughout the history of mankind, the activities of any organization, from primitive bands of hunters to modern transnational corporations, have been based on the same base: on people who are now commonly called personnel. And with the help of what devices, devices and mechanisms the personnel’s activities are carried out depended on technologies that were once new.
