Since “Dead Water” was written in February - June 1991, it expressed the then understanding of the author’s team of what was happening in the country and in the World. In addition, “Dead Water” was a so-called “independent examination” of a report on the topic of the research work “Development of the concept of strategic stability and dynamics of development of scenarios for possible interaction, subject to maintaining the parity of the long-term strategies of world powers for the period until 2005,” carried out in Institute of the USA and Canada of the USSR Academy of Sciences in 1990. For these two reasons, the problems covered in “Dead Water” in the 1991 edition were mainly determined by the problems already touched upon in the aforementioned report of the Institute of the USA and Canada. And although something was added to this issue during the examination process, some significant things remained silent then. In preparing this edition, it was decided to include this chapter in the text, which is dedicated to the most significant omissions in the 1991 edition.
