The preprint presents the results of a comprehensive assessment of the development of educational systems at the municipal level. Based on the developed system of indicators, a pilot stage of monitoring the education system in the districts of the Vologda region was carried out. The study compared the levels of development of the socio-economic sphere and the development of the education system in municipalities, which will provide authorities and management with an objective assessment of territorial educational systems. The publication materials can be used by authorities in developing strategic plans for the development of the education system, as well as in increasing qualifications of heads of educational institutions.
