Count Nikolai Semyonovich Mordvinov was an extraordinary man - he was the first Minister of the Russian Navy. He was idolized by the Decembrists and envied by those close to Nicholas I. Being well educated, he wrote several works on economics, opposed serfdom and put forward a proposal to restructure the political system following the example of Great Britain, where the Constitution rules, and the monarch only occupies an honorable place on the throne.
