A concept for managing regional investment programs is proposed based on organizing the interaction of all performers, taking into account risks for all objects in dynamics. Using the example of a transport infrastructure development program, methods of assessment and economic mechanisms for risk management are considered. The effectiveness of insurance to ensure contractual terms for putting objects into operation has been shown.
