During the golden age of Catherine the Great's reign, considerable things were accomplished. Prince Potemkin, the empress's favorite, headed the Department of Foreign Relations and developed vigorous activity to strengthen the southern borders of the Russian Empire. One of the strategic objectives was to annex the Crimean Khanate in order to establish a foothold for the Russians in the Black Sea.
