Scouts always hide their identity by posing as someone else. That is, in modern terms, they work “under a roof.” To provide cover, the intelligence services use employee positions in embassies, trade missions, various international and public organizations, not to mention the media. However, this was not always the case. The reconnaissance was not carried out immediately. Yes, and intelligence did not immediately understand how convenient and profitable “roof” cover was. It took a long time to realize this fact, painfully, through thorns and potholes, getting bumps and bruises. In fact, they walked for a whole century.
