“The provincial reform of Peter the Great has more than once attracted the attention of researchers. In addition to many writings that refer to her more or less in passing, two extensive works are devoted to her. In 1876, Prof. wrote a dissertation about her. Mrochek-Drozdovsky under the title “Regional administration of the era of the first establishment of provinces (1708–1719)”, constituting the first part of the extensive historical and legal research conceived by the author “Regional administration of Russia in the 18th century before the Establishment of the provinces on November 7, 1775”, which, however, did not go further than the first part. A whole independent study is the second section of the major work by P. N. Milyukov, published in 1892, “The State Economy of Russia in the First Quarter of the 18th Century and the Reform of Peter the Great” - a section dealing with the issue of the provincial economy of 1710–1718...”
