“Already from the beginning of the 18th century, the previous household taxation began to turn out to be unsatisfactory, arousing discontent both among payers and the government. The household tax fell too unevenly on the payers, partly due to the natural unevenness of the tax unit itself, partly due to the abuses that the payers resorted to, knocking several households into one before the census and thereby artificially increasing this unevenness. It did not provide sufficient funds for the treasury to cover the increased expenses caused by military needs. Calculating that since the last house-to-house census, carried out under Tsar Feodor in 1678, the population had increased significantly, Peter undertook a new house-to-house census in 1710...”
