After all, few elements of human experience seem less amenable to the criticisms of intelligence or history. Fear must lurk beyond our rational faculties; it is a supernatural invader seeking to cross the borders of civilization. He has no history. However, this is not at all the case! The author, analyzing the concept of fear in the works of T. Hobbes, Montesquieu, A. de Tocqueville, H. Arendt, shows that the justification of the liberal project needs to postulate (and construct) fear of terror, a despot, an external enemy and so on. This is why the liberal tradition always understands fear only as a psychological phenomenon and never as a political one. The author tries to argue that fear "is a political tool, an instrument of elite rule or insurgency, created and supported by political leaders and activists who are ready to profit from it, either because fear helps them achieve a certain political goal, or because it reflects or supports their moral and political beliefs, or even both." Therefore, the liberal project, which recognizes fear as natural and offers itself as a recipe for it, “intentionally or unintentionally provides support to those forces of society that, thanks to fear, can gain a lot. ... and refuses support to those social forces that, due to he may lose a lot." A special section in the book is occupied by a study of political fear in the United States (including in connection with the events of September 11, 2001).
