Mayakovsky's words “Time, forward!” better than any political slogans they characterize the atmosphere in which Soviet cultural policy arose. This publication seeks to establish a special substantive and methodological perspective for the study of Soviet cultural history. Soviet society is seen as a space of radical design and experimentation in the field of cultural policy, which was by no means homogeneous, often multidirectional, and sometimes chaotic and contradictory. This is a unique historical example of state management intervention in the field of culture. The authors tried to assess the social viability of the institutions formed in our society both thanks to and in spite of Soviet cultural policy, as well as the consequences of the breakdown and decline of some of them.
