They say this is the work of a ghost who rules this land and intends to prevent construction, since there are old Indian burial grounds here. And if a ghost is something ephemeral, then the interference is completely real. The developer files a complaint with the police, and the local detective has no choice but to put aside important matters and deal with this trivial problem.
