Ця книга є справжнім скарбом для всіх, хто цікавиться історією Робітничо-Селянського Військово-Морського Флоту. Автор вдало зібрав великий обсяг фактичного матеріалу, що дозволяє читачеві глибше зрозуміти етапи розвитку флоту, особливо в передвоєнний період. Вражає, як автор спирається на архівні документи та свідчення учасників бойових дій, щоб представити об'єктивну картину бойової готовності радянських флотів. Нові оцінки подій початку Великої Вітчизняної війни, які пропонує автор, можуть суттєво змінити сприйняття історії. Окремо варто відзначити велику кількість ілюстрацій, карт і таблиць, які роблять книгу не лише інформаційно насиченою, але й візуально привабливою. Хоча в тексті є деякі недоліки в перекладі, загалом книга є надзвичайно цінним джерелом для дослідників та любителів історії флоту.
