Dobrolyubov's judgments about Peter I and his reforms are polemically directed against the points of view developed in official, Slavophile and liberal-bourgeois historical science. Dobrolyubov argued that Peter’s transformations were prepared by the entire course of the previous development of Russia, that these transformations themselves were a historical necessity, dictated by the interests of the people and the state and therefore historically progressive.
