Historically, the first financial relations arose with the division of society into classes and the emergence of the state. Under the conditions of the slaveholding and feudal system, finance played an insignificant role in the formation of cash income of the state, since natural relations prevailed in these formations. The main types of state income at that time were tribute and robbery of conquered peoples, taxes in kind, fees and various labor duties. A distinctive feature of finance in the period under review was its private law principle, since the state treasury was also the treasury of the head of state. As a result of the development of the state and its needs, finance acquired its current meaning.
