In January 1935, the French engineer Eugene Deloncle and a group of like-minded people founded the Secret Committee for Revolutionary Action (OSAR). The organization was created in defiance of the right-wing radical monarchist party Action Francaise that existed in France, since, according to Deloncle, it could not cope with the task of fighting against the left democrats and communists. Later, influential politicians, military and businessmen joined OSAR, in particular Eugene Schuller, the founder of L'Oreal. It was in his office that the first meetings of the Cagoulary were held. The French radicals owe their nickname to the journalist Maurice Pougeot, who drew attention to the ritual of OSAR members to wear hoods with holes for the eyes during their meetings.
