Vladimir Fedorovich Romanov (1874–1929), making a successful bureaucratic career, served in the Zemsky Department of the Ministry of Internal Affairs, the Department of Inland Waterways and Highways of the Ministry of Railways and the Resettlement Directorate of the Main Directorate of Land Management and Agriculture, and during the First World War, the revolution of 1917 . and the Civil War, he was one of the leaders of the Committee of the Russian Red Cross Society on the Southwestern Front located in Kyiv. The significance of V. F. Romanov’s memoirs is explained by the fact that in them the memoirist tried to create a narrative not only about himself, i.e. an individual biography, but also a collective biography of the old regime, tsarist bureaucracy of the late 19th - early 20th centuries, and all its levels - lower, middle and higher. Romanov’s memoirs are, in the full sense of the word, an apology, i.e., a work aimed at justifying and defending, in this case, the old regime bureaucracy. It, in the person of Romanov, thanks to his literary talent, found its unsurpassed writer of everyday life, who presented the “people of the 20th” (when officials received their salaries) as real, living personalities, with their merits and demerits. In addition to the apology of the tsarist bureaucracy, through the memories of Romanov the red The theme of the Ukrainian question runs through the thread, since in family and official relations he was closely connected with Ukraine and, above all, with Kiev, where he spent his childhood and youth, survived the First World War, and in 1918–1919. - the horrors of Petliura and Bolshevik terror. The memoirs of Vladimir Fedorovich Romanov are addressed to both specialists and a wide range of readers.
