Today, few doubt that the modern city is created and changed largely thanks to digital technologies. However, there is still no agreement regarding the role of citizens in an intensively technological environment. They are seen as both passive generators of data and obedient users of technology. But we cannot ignore the fact that citizens today are actively involved in redefining digital tools, that they are not only mastering the advantages of networks, but also discovering their vulnerabilities, and are beginning to influence technology and city management in increasingly complex and unpredictable ways. The activity of citizens calls into question the concept of a smart city as a city of technology, which has been developing for several decades under the patronage of IT giants.
