A random guest from the capital arrives in a provincial town living a calm, measured life. Life in the town is so calm that those at the top decide to close the state security department there. But a local operative, in order to save his job, using the newcomer as an ally of a well-known oppositionist, organizes the appearance of protest actions. The whole country learns about the town and the events taking place in it reach the government of the country. And there is also an abandoned monument to Chekhov, geese live there, the material support of the inhabitants at all times, and the Mayor and his retinue, always waiting for the auditor from the capital.
