During 1987–1988, the governments of the USSR and the USA, at negotiations on the reduction of nuclear weapons in Geneva, entered into an agreement to conduct joint calibration tests (underground atomic explosions of limited power) at the nuclear test sites of Nevada and Semipalatinsk. Soviet intelligence received intelligence information that the US military-industrial complex intends, with the help of the CIA, to disrupt the agreements reached in Geneva. However, the Central Committee of the CPSU did not believe the intelligence information and, moreover, fearing the rupture of fragile agreements with the United States, the Kremlin curators ordered the KGB of the USSR to stop intelligence work in this direction. To ensure the security of AIS, a Coordination Center is being created in the KGB of the USSR. During a counterintelligence operation against an identified CIA agent in the US delegation, an unexpected failure follows. In order to save the AIS, counterintelligence officers, bypassing the instructions of the Central Committee, are developing Operation Option.
