Pavel Nikolaevich Milyukov (1859-1943) is one of the prominent public figures of pre-revolutionary Russia and the ideological leaders of the emigration after 1917. He was not only the leader of the influential Cadet Party, the Minister of Foreign Affairs of the Provisional Government, one of the ideologists of the white movement, but also a famous scientist who created the original concept of Russian history and had a noticeable influence on the development of Russian historical science. Modern authors strive in their works, with one on the one hand, to reconstruct Miliukov’s historical views, and on the other, to overcome the bias of Soviet historiography in assessing the theoretical and specific historical ideas of the scientist, to fill the gaps in them. But often they touched only on individual problems and did not try to trace the evolution of his views as a whole. Until now, not a single monograph has appeared that would comprehensively analyze the historical views of the scientist. This work is precisely an attempt to fill these gaps.
