The issues of creating mass types of tourism products are considered. Unified principles and specific requirements have been identified, the implementation of which helps the tour operator create a tourism product that is beneficial for itself and attractive to a fairly large group of consumers. A methodology for choosing a type of tourism product that is promising for a tour operator and a technology for its design and formation are proposed. The proposed method is based on many years of experience of one of the authors as the head of a travel agency.
