Information obtained by the strategic intelligence agents of the RU General Staff KA in the last ten days of May - June 1941 testified to the inevitable German attack on the Soviet Union and made it possible to judge the timing of such an attack. However, the report of G. Kegel dated June 21 - “THE COUNT “THAT THERE WILL BE A DECISION THIS NIGHT - THIS IS A DECISION OF WAR” - F.I. was not reported. Golikov to the country's leadership. One explanation that the head of the Intelligence Department was adapting to the leader’s point of view is clearly not enough. From the operational intelligence reports of the border special military districts it did not follow that the enemy had moved its mobile formations (tank and motorized divisions) from the initial areas to the initial positions for an attack on the USSR. And only the revelation of this fact would be decisive for the timely sending of instructions to the troops “to be in full combat readiness.”
