He complained ardently that “Russia is great, but not angry,” and gave us as an example his little Greece, which is fighting with huge Turkey. ... I defended the moderate Russian policy, proved to him that the very powerlessness of Greece is, in a certain sense, strength and that any untimely movement of ours would plunge the Greeks into innumerable disasters. He still stood his ground and attributed the moderation of our policy to the lack of education of our people. “That is why,” he said, “Russia is not angry, because it is difficult to awaken the people to make sacrifices in favor of the idea... Come, awaken the Russian peasant!”
