The author analyzes in detail the alignment of political forces and the activities of government structures that exercised public administration in the territory of White Siberia and the Far East in 1918-1920. The central place in the book is occupied by the figure of the Supreme Ruler of Russia, Admiral A.V. Kolchak, who tried to save Russian statehood in the conditions of the Civil War, economic devastation and the disorienting activities of the Allied military missions, pursuing their own goals. Capital work of G.K. Ginsa, equipped with numerous photographs, still remains a valuable source of information on the history of the Civil War. The text of the book is reproduced from the author's edition (Harbin-Beijing, 1921). In addition to it, some materials from the personal archive of G.K. are published for the first time.
