More than 700,000 criminal cases are opened in Russia per year, two to three thousand every day. As practice shows, at least half of them are inspired by the modern Law Enforcement System on insufficient and sometimes far-fetched grounds. The main thing for the domestic Guardians of Order is to report on “disclosure” and “percentage of detainees”; they do not care about the rights of citizens at all. The population of the country finds itself hostage to the bureaucratic state machine, which breaks everyone, focusing on “reporting” and “plans” to combat crime, and not on the principles of justice and International Law. The purpose of these comments is to explain to the reader his real rights in confrontation with the national Themis and to provide an opportunity for any citizen to give a worthy rebuff to attempts to violate the law on the part of the Investigative Authorities.
