The POLITIBURO of the Central Committee of the Vietnamese Workers' Party in Hanoi refused to believe Tran Van Cha, one of North Vietnam's leading generals, when he said that an offensive on Phuoc Long could lead to the capture of Saigon in 1975 - a year earlier than planned.
