By the beginning of the 16th century, the Zaporizhzhya Cossacks had formed into a significant military force, causing concern to their neighbors. However, the neighbors were also restless. The Polish government created in Ukraine the so-called registered Cossacks, which became an important force in the wars against Turkey and the Muscovite state. They were supposed to protect the Commonwealth from Tatar and Zaporizhzhya raids. At the same time, there were thousands of non-registered Cossacks in Ukraine who inhabited the southern Ukrainian steppes and lived by war, robbery, hunting and fishing. The Cossacks lived primarily due to military booty in the wars with the Crimean Khanate and Turkey, and also the salaries they were paid respectively by Warsaw and Moscow.
