Joseph Nye is one of the main strategists of American foreign policy, a theorist of neoliberalism, ranking with Soros, Brzezinski and Reagan. It was he who, in the nineties and 2000s, created the modern doctrine of American foreign policy, developed the concept of “soft power”, prepared the invasions of Iraq and Libya, and also contributed to the transformation of the instrument of sanctions into a full-fledged weapon against peoples disloyal to the world hegemon. At the same time, Nye is one of the most insightful American political scientists of our time and a great specialist in the field of diplomacy. Back in the early 2000s, he foresaw the restoration of Russian military power, the strengthening of China and the emergence of a multipolar world.
