CO-15 Counter-Terrorism Division Chief Inspector John Kerr places surveillance on suspected terrorist Ahmed Jibril. The terrorist is arrested, but strangely quickly released with virtually no interrogation, and Kerr is ordered to leave him alone. The senior inspector figures out an impending terrorist attack, but fails to prevent it. During the investigation, Kerr's employees learn about the existence of a conspiracy in high circles and a series of mysterious murders.
