This publication discusses the features of regulation and implementation in practice of state and municipal control in relation to citizens. The book is based on the analysis of not only regulatory legal acts, but also a large volume of statistical information, reports and reports of state and municipal control bodies on the results of their activities. In addition, it provides an overview of more than 40 court decisions that illustrate, from a practical perspective, the procedure for exercising control over citizens described in this publication. A valuable result of this study was the identification by its authors of an exhaustive list of types of state and municipal control that can be exercised in relation to citizens, as well as a description of the forms and methods of such control, its grounds and consequences.
