In 1960, after graduating from Kazan State University, he was appointed to the Northern UGMS (Arkhangelsk), where he worked for 40 years and went from an ordinary aviation engineer-forecaster at the Syktyvkar air station to the head of the Hydrometeorological Center of the Northern UGMS. In 1971, he was transferred from Syktyvkar to Arkhangelsk, where he headed hydrometeorological services for aviation, the national economy and the population of the European North and did a lot to improve it. How this was achieved is the subject of this book.
