In the early nineties, Moscow physicist Joseph Guberman invented a fundamentally new type of climate weapon. But then the project was never implemented. Nowadays, members of a powerful terrorist organization learn about the invention. They offer funding for the project, but with one condition: the weapon must be tested in one of the Russian cities.
