Edmund Whitty, correspondent for The Falcon, specialises in reportage from the underworld. Following his investigations into the culpability of 'Chokee Bill' in The Fiend in Human, Whitty finds himself involved with a bizarre and sinister group who photograph dead children dressed as well-known real and fictional characters from the past, for example Ophelia floating down the river and the Lady of Shallot. One person tangentially involved with this strange crowd is an Oxford don in holy orders, who is particularly fond of small girls. His present obsession is with the prepubescent daughter of a local man, to whom he tells all kinds of fantastic and funny stories, but fortunately he holds himself in such control that he never touches her. A number of murders occur during Whitty's period of involvement with this set, and he finally manages to get to the bottom of things with the help of his old friend the Captain, a couple of strange gentlemen who have spent too long in India, and the enterprising young lady with whom the Oxford don is in love...
