The reform of the USSR conceived by the authorities into a federation of republics with the expansion of their rights and responsibilities under the influence of internal and external forces turned into a process of avalanche-like disintegration with the complete incapacity of the central government. The creation of the CIS could have become a real alternative to the USSR, but the position of the authorities of the former Soviet republics broke not only the option of a federation, but also a confederation of republics. They played a particularly negative role in the collapse of the unified state of the Baltic Republics.
