The monograph, based on the achievements of domestic and foreign historical science and using a wide source base (including archival documents introduced into scientific circulation for the first time), examines a complex of problems associated with the development of the Red Banner Baltic Fleet in the pre-war period. The author analyzed the policy of the USSR leadership regarding the construction of the Navy, the process of building warships and base construction for the Baltic Fleet, combat training of personnel in the fleet, the state of the command and control personnel of the fleet, the process of operational planning and the combat use of the Baltic Fleet in the period from 1935 to June 1941.
