At the end of the twentieth century. Two major projects have been implemented in the world to transition from an authoritarian, bureaucratic and paternalistic regime to an open society and a liberal economy - in Spain after the death of Franco and in the USSR. As we now know, the best think tanks in world democracy worked on the projects. But how different are the two experiments!
