Any system has the opportunity to develop or at least survive if its resource capabilities are higher or at least equal to environmental pressure. The lack of resource capabilities should be compensated by improving the quality of management. — DOTU rule. However, there is a limit to resource capabilities and, accordingly, there is a limit to the possibilities of improving the quality of management of these resource capabilities in order to ensure the development or at least survival of the system. In relation to the state, this means that there is a certain lower limit to the resource capabilities of the people (population, science and education, industrial production, food security, armed forces), which formed a state, below which the state and its sovereignty become impossible.---
