The action takes place in 2002. A loud scandal breaks out in one of the European countries after one of the newspapers finds out that a developed network of Islamic radicals has been operating in the country with impunity for several years. It also becomes known that local intelligence services knew about the Islamists, but for some reason did not act. Gradually, the public is learning more and more about Islamists - that they are connected with international terrorists, with the September 11 attacks, events in the Balkans of the early 1990s, and even militants in the North Caucasus. Everyone is looking for an answer to the question why no one is trying to stop terrorists, realizing that the worst thing can happen at any second.
