The textbook presents a complex of academic knowledge on budget law and modern state economy, and reflects the latest trends in their development. The General Part provides basic concepts, discusses the functions and principles of budget law, and for the first time talks in detail about the terms in budget law and its system. The Special Part includes topics of public expenditures and revenues, public debt, budgetary structure, budgetary process and financial control. Particular attention is paid to issues that have recently entered the orbit of budget law: strategic planning, the contract system, sovereign funds, budgetary responsibility. The topics of the textbook are presented in accordance with the program of the basic course “Budget Law” at the National Research University Higher School of Economics.
