March 21, 1833, upon assuming the post of Minister of Public Education, Uvarov wrote in his circular sent to the trustees of educational districts: “Our common duty is to ensure that public education, in accordance with the Highest intention of the August Monarch, is carried out in a united spirit Orthodoxy, Autocracy and Nationality" The triad "Orthodoxy, Autocracy, Nationality" subsequently became a catchphrase and a condensed embodiment of the Russian monarchical doctrine.
