Negotiations between representatives of the USSR, USA, Great Britain and France on West Berlin were a diplomatic marathon with many obstacles. At its initial stage, it seemed that the views of the parties on most aspects of the West Berlin issue were almost diametrically opposed and it was impossible to reconcile them. On February 5, 1971, the Western side presented its draft agreement, which the Soviet side criticized in principle. On March 26, 1971, the USSR presented its draft agreement, in which it met the positions of the Western powers halfway on a number of important issues. Representatives of the USA, Great Britain and France sharply criticized him, but in the end they moved on to a businesslike discussion of the Soviet proposals. By the end of the summer of 1971, through mutual concessions, the parties agreed on a draft agreement, which was signed on September 3, 1971. It was not a diplomatic victory for anyone. This agreement represented a reasonable balance of interests of the parties and significantly strengthened peace and security in Europe. The publishing layout is saved in PDF A4 format.
