Our Universe is formed by two main components - a vacuum-like medium and matter with mass. The environment and matter form a unity and cannot exist separately. The structure of the vacuum does not contradict Maxwell's formulas that determine the propagation of an electromagnetic wave, only if the environment of existence of matter is taken into account: vacuum, ether. Taking into account the existence of the ether as a habitat for matter made it possible to explain on a physical basis the nature of gravity-inertia (mass), magnetism, electromagnetic waves, and the dualism of particles. The habitat of matter has a complex structure of massless charge lattices and quanta of magnetic induction flux, which is directly related to magnetism, the formation of mass of matter. Based on the energy relationships during the transformation of photons into matter-antimatter pairs, the basic structural elements of the vacuum-ether are determined. This new physical paradigm does not contradict any known observation or experience.
