The novella is stylized as businesslike, or rather businesslike notes from a narrator-journalist about a trip to a mountainous region and a visit to the R-51 station, a missile defense stronghold. There is no point in looking for the high mountains of the Sierra and especially the military base on maps: they are not there, since they are a figment of the creative imagination (besides, the base could not have been on the map in any case).
