The careers of New York detective Simon Ziel and his former partner Captain Declan Mulvaney went in completely different directions after the tragic death of Ziel's fiancee during the sinking of the General Slocum in 1904. Although both men had a great future ahead of them, Ziel moved to Dobson - a small town north of New York - in order to forget about the tragedy, and Mulvaney dug himself even deeper - agreed to head a station in the most gangster area of the city.
